Dana has had more than enough experience with patients using excessive force, as seen in season 1, and references to other incidents. With that knowledge, Dana was smart enough to notice that having something that could be used as a weapon, like a pair of scissors, could be used against staff by an unruly patient.

The Pitt is also prone to foreshadowing, which again backs up the idea that Emma’s life could have been in danger if she hadn’t taken Dana’s advice on their first encounter.
